小林興氏ら新党「日本」 政党要件満たさず、代表に田中・長野知事
郵政民営化法案に反対した小林興起前衆院議員らが二十一日、都内のホテルで記者会見し、新党結成を発表した。党名は新党「日本（にっぽん）」。代表に田中康夫長野県知事が就いた。現職知事が政党党首に就任するのは極めて異例だ。小林氏らは先に結成された国民新党の綿貫民輔代表らとの連携を視野に入れながらも一線を画し、選挙戦に臨む。
「日本」には、小林氏のほか、荒井広幸参院議員、青山丘、滝実両前衆院議員が参加した。ただ、政党要件を満たしておらず、政党として認められるには、あと一人以上の前衆院議員か、参院議員の参加が必要になる。
田中氏は記者会見で、新党の理念として「信じられる日本へ」を掲げた。同時に県知事職を続ける考えを示し、「現場主義の中から日本を救い、国民を守り、霞が関を変える」と訴えた。郵政民営化については政府の四分社化案を批判したが、「具体的な国民への説明こそが政治であり行政の責務だ」と述べるにとどめた。
民営化反対派による新党は国民新党に続き二つ目。国民新党との連携について田中氏は「理念が一致する方、党とは協力していく」としながらも「これは独立した政党だ」と強調した。
小泉純一郎首相は二十一日、記者団に対し、選挙後の新党との連携について、「ない。郵政民営化反対だから」と述べた。

《政党要件》公職選挙法で、国会議員が５人以上所属するか、直近の国政選挙で得票率２％以上を得票した団体が政党として認められ、政党助成金も受け取れる。政党の公認候補は政見放送などで無所属候補より有利な点が多い。
新党「日本」、浮動票獲得どこまで 「小沢氏の別動隊」の声も
郵政民営化法案に反対した小林興起前衆院議員らが二十一日、田中康夫長野県知事を代表にすえて新党「日本」を結成したのは、自民党公認を得られないうえ対抗馬を擁立され、苦しい戦いを強いられている現状を打開しようとの狙いがある。しかし、小泉純一郎首相の人気が先行する中、田中氏の知名度でどれほど浮動票を獲得できるかは不透明。新党が国民新党との連携を重視するのかもはっきりせず、田中氏と民主党の小沢一郎副代表との親密な関係から「結果的に小沢氏の別動隊になるのでは」との見方すら出ている。
新党に参加する小林、青山丘、滝実の三氏はともに、前回選挙で接戦を強いられ、青山、滝両氏は比例代表で「救済」されただけに、無所属での戦いは避けたかった。しかし、綿貫民輔元衆院議長らが結成した国民新党には「農村政党」の色彩や亀井静香氏のイメージが強く、参加を見送り、「サプライズ効果」のある「都市型新党」結成を模索。この動きに田中氏が賛同し、代表を買って出た形だ。国民新党の綿貫代表は、「いずれ連合体になる」とエールを送ったが、「反小泉」陣営の結束に疑問符がつく。
田中氏は小沢氏と頻繁に連絡をとっており、二十一日の会見でも「小沢氏は私が大変尊敬する政治家だ。その思いは変わらない」と明言した。衆院選で与党が過半数割れした場合、新党が民主党との連携も視野に置いているとも受け取れる。他のメンバーの多くが自民党復帰に力点を置いているだけに「同床異夢」ともいえる。
各党の反応も冷ややかだ。公明党の神崎武法代表は二十一日、記者団に「顔ぶれを眺めると共通の政策、理念が感じられずばらばらだ。選挙互助会にもならないのではないか」と批判。民主党の岡田克也代表も「国民新党と同じ。自民党の中での権力争いだ」と語った。
